Abstract: Resource management is a key for the accomplishment of any kind of projects, it plays an important role in the development of well-organized, highly efficient and operative organization's resources when they are needed. Resources include financial resources, equipment, human skills, materials or information technology. Resource management ensures that a project is to be completed on time, at cost, and its quality is as previously defined; nevertheless, the scarcity of resources is a usual reason for project delays. External and environmental risks to the projects make it more difficult to gather all resources within a given time frame. A heuristic approach to a project like this makes it incompetent and inflexible when it comes to solving construction resource leveling and smoothing problems. Manpower and equipment accounting to the major part of construction cost. Where resource management plays a very important role in better resource utilization strategies required to enhance work productivity with minimal cost of construction. The present research work aims at developing a genetic algorithm based tool for route and resource optimization model (equipment and manpower) for precast construction of power ducts of road and services projects. Risk dataset sizes and expert’s judgment are not usually sufficient for analyzing significant risks in roads and services projects where various utilities are running at a very close parameter and mostly connected and interdependent to one another. Making risk parameter estimates exposed to delay in completion within the stipulated time frame. Standard parametric statistical techniques cannot provide an appropriate solution for the route and resource problem. It can be solved by genetic algorithm based resource and route optimization tool. A Genetic algorithm is an optimization process and a search algorithms based on natural selection: survival of the fittest. It defines robustness: the balance between efficiency and efficacy required for survival of best genes. It is the process of formulating the best possible solution to the most problems which involve various parameters that interact based on given formulas and constraints. The benefit of using this proposed model is to search for an optimum set of resources and find the best route that optimizes the laying of power ducts along both sides of the road under constraints related to desired production, work conditions and resource availability limit and better resource utilization
